史新祥，贵州贵阳人，澳门永利唯一官网304副教授，英国爱丁堡大学法学博士，外交学院中国国际法研究院访问副研究员。辽宁省“兴辽英才计划”文化名家暨“四个一批”人才（青年英才），大连市高层次人才。主要研究方向为国际公法、外交法、海洋法。主持国家社科基金青年项目、中国博士后科学基金面上项目等国家级、省部级项目5项。在国内外核心期刊发表论文10余篇。现任Chinese Journal of International Law（SSCI法学一区）执行编辑（Executive Editor），European Journal of International Law (SSCI), Marine Policy (SSCI), Journal of International Dispute Settlement (SSCI), Journal of Human Rights Practice等国外核心期刊审稿人。英国皇家仲裁院（CIArb, London）正式会员。
